About the Speaker/Moderator

Dr.-Ing. Jens Riecken studierte in Bonn und den USA mit anschließender Promotion in Bonn am Lehrstuhl für Astronomische und Physikalische Geodäsie. Das Technische Referendariat absolvierte er in Nordrhein-Westfalen. Er leitet heute die Abteilung „Geobasis NRW“ der Bezirksregierung Köln als die für die Landesvermessung zuständige Stelle in NRW. Seit 1998 vertrat er NRW in verschiedenen AdV-Arbeitsgruppen und Arbeitskreisen, zwischen 2017 und 2022 war er verantwortlich für den Arbeitskreis Raumbezug. Im Lenkungsausschuss Geobasis ist er Vorsitzender seit 2026. Er ist seit 2009 stellvertretender Leiter des Prüfungsausschusses Geodäsie und Geoinformation beim Oberprüfungsamt für das technische Referendariat. Von 2011 bis 2021 war er Lehrbeauftragter für die Vorlesung „Amtliche Kartographie“ an der Rheinischen Friedrich Wilhelms Universität Bonn und von 2009 bis 2022 Vizepräsident im DVW e.V., Gesellschaft für Geodäsie, Geoinformation und Landmanagement.

The PPP-RTK Satellite Positioning Service GEPOS® - Digital infrastructure for the federal administration and for Germany

The German Satellite Positioning Service GEPOS® is the high accurate satellite positioning service of the federal government. Based on BKG’s GREF GNSS reference station network, the SAPOS® network of the surveying authorities of the German Laender and supplemented by additional reference stations of neighboring countries the service provides uniform correction data in state space for entire Germany including its exclusive economic zone. The correction data is published in the openly specified SSRZ data format and broadcasted both via the internet and via a data channel of digital radio DAB+. The service enables positioning with an accuracy of a few centimeter in the German national reference frame ETRS89/DREF91 (R2025) using PPP-RTK technology. With its transition to operational use, GEPOS®, as an element of Germany's digital infrastructure, will provide a foundation for value-added services with spatial reference in the public administration, science and business sectors starting in 2027. The correction data are subject to an open data license and are made available free of charge and with low barriers to access to users within the federal administration and all other users alike. The presentation outlines the rationale behind and implementation of GEPOS®, addressing the mechanisms established to ensure product quality and availability. Concrete application examples from the federal administration offer insights into usage scenarios and demonstrate the capabilities of the new service.

Smart Mapping: aktuelle Entwicklungen und Anwendungen

Smart Mapping betreibt eine zentrale und modular aufgebaute Entwicklungsplattform für eine schnelle, flexible und vollautomatische Erzeugung kartographischer Produkte der Vermessungsverwaltungen. Herbei steht die Ablösung bestehender Produkte der amtlichen Geotopographie im Vordergrund, aber auch innovative und neue Produkte werden umgesetzt, insbesondere im Bereich der Webkarten und Webdienste. Die dabei nun schrittweise entwickelten AdV-Standardprodukte werden unter der neu eingeführten Produktpalette mit dem Namen basemap.de veröffentlicht. 

Neben Webkarten im Vektor- und Rasterbereich werden im selben Verfahren künftig auch maßstabsbezogene Präsentationsausgaben produziert, um den immer noch vorhandenen Bedarf an Druckausgaben zu decken. Die basemap.de P10 im Maßstab 1:10.000 wurde schon veröffentlicht, für die Ausgabe im Maßstab 1: 50.000 wird derzeit ein Prototyp entwickelt,

Das Kennzeichen von AdV-Standardprodukten aus Smart Mapping ist ein einheitliches Erscheinungsbild, einheitliche Nutzungsbedingungen, eine vollständige Abdeckung der Bundesrepublik und eine hohe Aktualität der Produkte. Das Verfahren kann durch seinen modularen Aufbau flexibel neue Datenquellen und neue Werkzeuge erschließen und sich so agil weiterentwickeln.

Amtliche Geobasisdaten und Standardprodukte dienen auch als Hintergrundinformation für beliebige Fachinformationen. Vor allem die basemap.de Web Vektor eignet sich hierfür, da diese ohne großen Aufwand an eigene Anforderungen angepasst werden kann. Bereitgestellt wird der Kartendienst über eine moderne VectorTile-Schnittstelle (API) zur einfachen Integration in beliebigen Anwendungen. 

Im Rahmen dieser Präsentation werden der aktuelle Projektstand, die eingesetzte Technologie und künftige Ausrichtung von Smart Mapping vorgestellt.

ATKIS-1GEN – The Generalisation-Toolbox for Official Cartography

Maps and cartographic products convey spatial information in a targeted and purpose-driven manner. In this context, generalisation, i.e. the correct and transparent selection and presentation of content, remains indispensable even in the 21st century, particularly in the creation of high-quality Digital Topographic Maps (DTK). Precisely because it seems so easy today to create maps and make them available online, surveying agencies attach great importance to adhering to cartographic principles when producing their official map series. The ATKIS-1Gen project is an initiative of the German states of HE, RP, SH, and HH within the ATKIS Generalisation Implementation Partnership, aimed at adapting and further developing existing generalisation algorithms and workflows to meet new requirements for IT infrastructure, IT security, and customer needs. In cooperation with 1Spatial (now part of VertiGIS), the project is developing modern and flexible generalisation workflows for the automatic derivation of Digital Landscape Models and Digital Topographic Maps at various resolutions and scales. The feature to incrementally update changes to landscape objects moreover offers an efficient approach to incorporating relevant changes into the DTK-database without the need to derive a full statewide dataset anew.

Capacity Development Project for Utilizing the National Geospatial Data Infrastructure in Ukraine

The Capacity Development Project for Utilizing the National Geospatial Data Infrastructure in Ukraine (hereinafter referred to as the Project) is being implemented with the support of the Japan International Cooperation Agency (JICA) and the Japanese consulting company Kokusai Kogyo CO., LTD. Project implementation period: February 2022 - February 2027. The beneficiary of the Project is the StateGeoСadastre. Cooperation with JICA became one of the key factors in the creation and development of the National Spatial Data Infrastructure (NSDI) in Ukraine. The first JICA project (2015-2018) laid the regulatory and institutional framework for the system. The current Project is aimed at ensuring the sustainability of the NSDI development, updating data and implementing new services. The purpose of the Project is to create appropriate conditions for the NSDI functioning in Ukraine and to form the foundations for understanding the benefits of using the NSDI by relevant state institutions, the private sector and communities, as well as to improve access of Ukrainian citizens to basic and comprehensive information on natural resources, roads, cultural heritage sites, etc., which is necessary for the economic and social activities of the population. The Project provides for the development of specifications and methodological documents, integration and display of geospatial data sets on the NSDI National Geoportal, modernization of existing and development of new functionalities and services of the NSDI National Geoportal to support decision-making and recovery processes, as well as ensuring understanding of the advantages and features of the use of geospatial data by relevant state institutions, the private sector and communities. In addition, the Project is updating the base topographic map at a scale of 1:10,000 for the territory of Ukraine, which is critically important for the reconstruction and development of territories.

Podiumsdiskussion:  AdV „fit for future“

Die deutsche Vermessungs- und Geoinformationsverwaltung hat mit der Bereitstellung von aktuellen, genauen und flächendeckenden Angaben über unseren Lebensraum und damit über das Gebiet der Bundesrepublik Deutschland eine zentrale Aufgabe des Staats übernommen. Hierzu gehört besonders der flächendeckende Nachweis aller Liegenschaften im Liegenschaftskataster. Zusammen mit der Bereitstellung des einheitlichen Raumbezugs, der geotopographischen Informationen der Bundesrepublik Deutschland sowie dem Schaffen von Transparenz auf dem Grundstücksmarkt und dem Betrieb der Geodateninfrastruktur kommt diesem Aufgabenbereich ein grundlegender gesellschaftlicher Stellenwert und Infrastrukturbeitrag des Staates zu.

In der Podiumsdiskussion soll aufgezeigt werden, wie sich die AdV „fit for future“ aufstellt und welche Herausforderungen auf sie zukommt. Dabei werden auch Ergebnisse der von der GDI-DE gemeinsam mit der Frankfurt University of Applied Sciences erstellten Nutzer- und Bedarfsanalyse vorgestellt.
